Fluent reading is an essential component in reading. it is one of the five pillars of reading.
Developing Reading Fluency is directly related to automaticity. If when a child reads he has to stop to figure out the words all the time then it would impede his comprehension of the text.
Decoding skills must be thought to the students before embarking on fluency of reading the text. if this takes priority then the students would be able to read and have a good command of the comprehension of the text.

I enjoyed looking at your Video clip post. In my own reading I came up with these with respect to fluency. Fluency (automaticity) is reading words with no noticeable cognitive or mental effort. It is having mastered word recognition skills to the point of over learning. Fundamental skills are so "automatic" that they do not require conscious attention.

*shifting gears on a car
*playing a musical instrument
*playing a sport (serving a tennis ball)
Also echo reading is a good strategy to develop fluency. Its really funny the saying "Practice makes perfect is really applicable here." In order to increase fluency the students need to read.....
