Basal readers are an important aspect of Reading Fluency development although some educators have ruled it out completely. I think that it can be married with what other stimuli that the teacher wants to use with the students. With the basal reader the vocabulary is controlled at the level of the child and unfolds in stages. All the stories do not have to be used but select the ones that are of interest and familiar to the students.
These stories can be read and reread using peer reading or even at home with their parents and siblings which would increase their fluency and ultimately improve comprehension.
The teacher can set goals as to what aspect of fluency they want the students to achieve. For example if it is intonation, speed or reading with a smooth flow.
So to those educators who think that the basal reader is not important it has its place because the vocabulary is controlled
